18. Strictly implement the main responsibility of Ideological and political course construction of local Party committees. Local Party committees at all levels should put the construction of Ideological and political courses on the important agenda as a landmark project of the party's construction and ideological work. The Standing Committee of the Party committee should hold at least one special session every year to study the construction of Ideological and political courses, grasp the prominent problems restricting the construction of Ideological and political courses, and take effective measures in the work pattern, team construction, support and guarantee. Establish and improve the system of leading group members of provincial (autonomous region, municipality directly under the central government) Party committees to contact colleges and universities and teach ideological and political courses, especially the course system of situation and policy. The main comrades in charge of Party committees and governments of all provinces (autonomous region, municipality directly under the central government) shall teach at least one course in combination with study and work every semester. All localities should include private schools and Chinese foreign cooperative colleges and universities in the overall layout of Ideological and political course construction. The construction of Ideological and political courses shall be included in the assessment and political inspection of leading groups of Party committees at all levels.

19. Promote the establishment of the ideological and political course mechanism led by the Secretary of the Party committee and the president of the University. Strengthen and improve the work of leading cadres in Colleges and universities to contact students at the grass-roots level, promote the work of leading cadres in Colleges and universities to concurrently serve as head teachers, etc., establish and improve the institutional arrangements for the Secretary of the Party committee, the president and the functional departments of colleges and universities to deeply understand the ideological trends of students and serve the development of students. As the first person in charge of Ideological and political course construction, the Secretary of the Party committee and the president of colleges and universities should take the lead to enter the classroom to listen to lectures, take the lead to promote the construction of Ideological and political course, and take the lead to contact the teachers of Ideological and political course in combination with their own discipline background and work experience. The Standing Committee of the Party committee of colleges and universities shall hold at least one meeting each semester to study the construction of Ideological and political courses. 20. Actively expand the construction pattern of Ideological and political courses. The leading group of the central education work should include the construction of Ideological and political courses in the important agenda, the Ministry of education, the Central Propaganda Department and other departments should take the lead in the construction of Ideological and political courses, and the Political Work Department of the Central Military Commission should guide the construction of Ideological and political courses in military colleges and universities. Strengthen the baton function of the entrance examination, college entrance examination and graduate enrollment examination for students to learn the ideological and political course, take the learning practice of Ideological and political course as an important content into the comprehensive quality evaluation system, explore and record it in their own files, as an important standard for students' award and evaluation, as an important reference for joining the young pioneers of China, the Communist Youth League of China and the Communist Party of China. We should open the door for ideological and political courses, promote the combination of practical teaching of Ideological and political courses with students' social practice activities and voluntary service activities, and the combination of small ideological and political classes with large social classes. We should encourage party and government organs, enterprises and institutions to connect with colleges and Universities nearby, establish a practical teaching base for ideological and political courses, and improve the practical teaching mechanism of Ideological and political courses. Formulate opinions on speeding up the construction of Ideological and political work system in Colleges and universities, and pool the efforts of running ideological and political courses well.
